Roger Chou, PgMP
Director of the
Advanced Business Consulting (PM-ABC), PMI R.E.P.
# 2510
President of the Institute of Taiwan Project Management
(ITPM)
PMI 2009 Distinguished Award Receiver
Roger, the first
PgMP in Asia, has been very influential on the project
management profession in Taiwan. In the past four
years, Roger and his company, PM-ABC have trained
over 3,000 PMPs, boosting the number of qualified
project managers in Taiwan to 5,388, bringing Taiwan
into the top eight countries of PMI trained project
managers.
Roger received his degree in Engineering from
National Cheng Kung University in 1992, and became
a engineer for ASE. Within one year he was promoted
to manager of their Technology Department. Later
in 1999 he received his EMBA, and was assigned
as ASE's Chief Knowledge Offer (CKO). During this
period, a project with ASE for Intel in Kaohsiung
using SPC, was rated by Intel as meeting their
highest standards.
Before setting up his own company, PM-ABC, R.E.P,
Roger had carried out large-scale projects for
Taiwan's premiere semi-conductor company, and
had for three years established a comprehensive
knowledge management system whilst working as
the CKO for ASE, which is now widely used throughout
the Taiwanese business sector. He is regarded
as a project management master who possesses an
understanding of both the practice and theory
of project management.
Roger has provided project management training
and consulting for world-leading companies throughout
Taiwan, such as TSMC (Taiwan Semiconductor Manufacturing
Company), ASE (Advanced Semiconductor Engineering
Inc.), CSC (China Steel Corporation) and CHT (Chunghwa
Telecom Co. Ltd). He has also been encouraging
media workers, entrepreneurs and organization
leaders to obtain this credential to help them
advance in their industries. He is now promoting
the passing of a Project Management Act in Taiwan's
Legislative Yuan, which will deeply root the language
of PMP in the business practices of Taiwan.
He is the author of the book "Be A PMP
Gold Medal Winner" (PMP摘金術), a must-have
textbook for those preparing to pass the PMP exam
in South-East Asia, and has produced a collection
of PMP study aids, including the "Manual
for the PMP Certification Exam", CDs and
flashcards. He has also published books and patented
products on the Project Management Profession.
On April 16th, 2006 Roger established a national
project manager association - the Institute of
Taiwan Project Management, and was elected as
the President. Ever since then Roger, who has
always regarded himself as a PMP 'gardener' because
he believes carefully 'cultivating' the project
management profession will 'grow' Taiwanese competitiveness,
worked even harder with his company to promote
the PMP® credential in Taiwan. This was realized
in 2008 when Taiwan's number of qualified project
managers placed them 8th in the top 10 leading
PMP countries, and this was accomplished with
the fastest growth rate of PMPs in the world.
Even the Hong Kong Chinese University and Microsoft
formed partnerships with Roger to train project
managers. In 2007 Roger received the "New
Chinese Competitiveness Award" from the Hong
Kong Chinese University.
With Roger and PM-ABC's endeavors in boosting
the number of certified PMPs in Taiwan in the
past 3 years, and continuing reports in the media
on the success of well-managed construction projects,
all of Taiwanese society has started to pay attention
to this globally recognized certificate and has
increasingly embraced the benefits of having substantial
numbers of individuals possessing professionalism
in project management.
In the beginning of 2009, as Taiwan's national
competitiveness dropped, Roger proposed a State
Affair Memorandum to the President of the R.O.C.,
suggesting how the government could use professional
project management to reduce major construction
projects' risks and improve their quality. The
President replied positively, and has vowed to
take his advice seriously. This response from
the President's Office was then followed by an
invitation from the Executive Yuan's Public Construction
Commission, asking Roger to present the PM-ABC'
project management course materials for their
evaluation.
At the summer of 2009,
as Typhoon Morakot hit Taiwan, as President of
the Institute of Taiwan Project Management (ITPM),
Roger brought together over 300 volunteers who
were certified project managers to develop a reconstruction
guidance plan - "Morakot Flood Disaster Reconstruction and Preparation
WBS Plan." This is Taiwan`s first complete standard operations procedures developed
by a non-governmental association, which aims to systematically and
efficiently guide future reconstruction work.
In the end of Sep, this WBS Plan has been sent
to the Taiwanese government, Red Cross and charity
organizations.
In the autumn of 2009,
Roger Chou was awarded the Project Management
Institute (PMI) Distinguished Contribution Award
for his dedication to the profession and practice
of project management.
